Commonwealth Transportation Board; voting weighted by population. Provides that the votes of the nine nonlegislative citizen members of the Commonwealth Transportation Board who represent the nine highway construction districts shall be weighted on the basis of the population of each member’s district as a percentage of the total population of the Commonwealth.
